can the ti99 run 32k/+ cartridges without a 32k ram expansion?

ive tried this on an emulator and they wont work without the ram expansion. i seems weird that it would need more than 16k of ram to run from rom. unless it copies from the rom to the ram and then executes.
A lot of the larger ROM files out there do just that or they are assembly language programs that require the 32k to operate.

Yes, the Acorn Electron used to do this, copying from ROM to RAM from a Cartridge.

In the case of the Electron, this was detrimental to execution speed as RAM was very very slow (slower than it's BBC Micro stablemate).

If code could be executed from ROM, in cases where RAM isn't fast RAM it would be beneficial.  I imagine this to be the case with the TI994a.
