Hi!  I am new to the TI 99/4A and development on such and am looking for the manual for C99C for the PC.  Where can I find it?

You might also want to check out all of the C information for both C99 and GCC posted in the “C – Software” section of the first post of the pinned thread, TI-99/4A development resources.

Thank you.  Now I need a program to manipulate TI99/4A disk images, both command-line and interactive.  I have various Windows systems and a DOS laptop at my mother's house.
This is covered in the FAQ at https://www.arcadeshopper.com/wp/ti-99-4a-faq/ there are multiple tools

Please update the link to TIImageTool to https://www.mizapf.de/en/ti99/timt (the old Ninerpedia link leads to a not-found page)

and maybe you could add a link to https://www.mizapf.de/en/ti99/mame for MAME (in particular for TI-related stuff)

mizapf: TIImageTool should work on my Win10/64 laptop but not on my other computers.  I want it to work on DOS 6.2, Win98 and WinXP as well.

If you find a Java (7+) for DOS, Win98 or WinXP ... good luck. ?

No, honestly, this is a Java-based program; you can't expect to run on an ancient platform that never saw Java.
