The numbers on the IC are the manufacturer part number and date code, etc...  Nothing related to the game that is (or was) on it.

Agreed, but the 'C011241' marking is consistent with Atari's catalogue numbers.  Having said that, the following thread may be of interest:

From what I can see in that list (and searching the site, etc.), C011241 should slot in somewhere between C011239 (Othello) and CO11261 (Basic Math).  However, 11240 through 11260 do not appear to be catalogued.  So either the supposition that this is an Atari ROM is wrong, or that particular part number just hasn't been catalogued anywhere yet.  The 7752 datecode implies that it's an early release, though.

The mark above the missing finger on the front side of the PCB's edge connector is interesting - can't quite tell if it's a logo (stylised lower-case 'a') or jumper pads.  Don't see any corresponding circuitry running from it.

On the reverse, some of the solder points for the IC itself look awful.  Wouldn't be surprised if there were multiple cold joints, which would go some way towards explaining why it's not working.

You could always desolder it and see if you can get a good dump of it - chances are that it's something already-known, but it never hurts to check in situations like these.

I am going to guess that it is Surround.
