Any idea why these commodore 64 floppys have a "Do Not Use" warning?

I got these commodore 64 discs in the box pictured below along with the pictured letter. Box is labeled "Master Discs Do Not Use". First two pictures are the floppys that were in the box. Last two pictures were in a separate plastic container so may or may not be related to those in the marked box. Letter was inside the labeled box.

My guess would be that they want you to make a copy of the disk and work with it so not to erase or update any files on the original disk.

I agree. Most probably there is a configuration program that will set up things to your liking, and you don't want to do those changes to the master disk but to a work copy of the same.
