ColecoVision TMS9928 Video IC to Sony CXA1145 RGB Encoder?

Not directly.  The 9928 outputs Y, R-Y and B-Y.  Not RGB.  There's a converter out there called TMS-RGB that will do the proper conversion though, and then you get RGBC out that ought to work with this chip.

I did some searching and found this:

MC13077 encoder  It has R-Y and B-Y inputs

That chip only has composite or S-video outputs.  If you want composite out, you can already use one of the composite out mods for CV to use its LM1889.  This basically requires you to build the Motorola equivalent circuit for the same signal output.
