I'm just going on what is stated in the Falcon service manual for testing CPU, "check data and address lines to see if they are toggling" it says when test cartridge fitted on initial power up

The manual doesn't specify which data and address lines to check so do i assume any of them??!!

That formulation makes not clear are there multiple address lines, and multiple data lines. Or is multiple because 1+1 is multiple number ? Still, it is elementary in case of come computer.  It is best to check lower address lines - like A3 and around - highest address lines may toggle in longer time intervals - talking when it works, and CPU is not 'frozen' . Data lines normally all change state in normal work.  But with voltmeter you will not see toggling, just average voltage. Frequency is in MHz range. Scope or logic probe is where it is best visible.
