And @FALCOR4 posted a picture of his unit. Pretty much answers, what it would be like, if TI created a 16bit, 99/4a.

 

Easy enough to debug... First unplug the daughter board, test it in another console, and plug a 9900 in the suspect console. With luck, we know what component is bad. Dealing with piggy backed chips is hard. Notice the tops board is all socketed also for easy of testing - except for the 9900 I think a TL866 could do the remainder of the chips.
