how do i use petscii to draw lines and circles, etc on the fly?

I'm not sure a such program exists. There are some converters that try to represent a bitmapped image using the built-in font but that is not what you are asking for.

 

There were some extensions that use semigraphics, the quarter squares to draw graphics like what you want. At least I have something for the C64 which could be adapted to PET. On a 40 column model it gives you a resolution of 80x50 "pixels".

the converter will do. where is it?
