can you play PAL carts on a NTSC system?

You can if it's an old TV with a switch that decreases the "roll" on the screen that you get from PAL carts..since they're a different frequency and whatnot.

Yes you can, because the 2600 itself isn't regionally set. It is the cart that is set. So the real question ins't whether you can play a PAL game on an NTSC 2600 but rather, will your TV handle a PAL signal? Many NTSC TVs sold in North America will not support a PAL signal. Some can. I have an old 1985 made Sylvania 26inch that can play a PAL signal just fine, but my much newer 1996 RCA 27inch cannot and only displays have the picture in the lower portion of the screen..and even then, in black and white. So the issue is with the TVs...not so much with the Atari or the games themselves.

I have 2 different tvs that my systems can be hooked up to. the 1st is a 36" Toshiba Cinema Series from around 2000/01 and the other is a 57" Toshiba Cinema Series HDTV(2004 model). any idea if either of these would work? I think I still have 1 of my old 19"" sets around too.

Hm, have you checked what the specs say? Probably you just have to try.

 

And if your TVs don't work, you can still try using a VCR tuner.

This one would also belong in the FAQ . . . I forgot about this question . . . Of course, since I prefer a tiny old B/W TV for mine anyway, I'd never know the difference . . .

Would any of the things that convert PAL to NTSC also work to fix the problems with Artillery Duel (i.e. it rolls because I have a newer tv which doesn't let me adjust tracking manually) or do I just have to wait to play it till I find an older tv set?
