Local (within the same province) shipping is usually fairly cheap (well, if you call starting at C$5.15 cheap) and the rest of Canada and the US are approximately equal. If he shipped parcel mail from Quebec to any other Canadian province, I guarantee that it didn't cost him more than C$5.65 unless it's in a box three times larger than it needs to be.
