Both of those are good if you are looking for specific roms (since the first requires confirmation on each and the second has timed restrictions).

 

Filesharing or newsgroups are the better choice if you want a lot of them in one go.

 

Or you could http://www.freemameroms.com/ and get entire sets mailed to you.

Some of the P2P networks like Kazza and WinMX have mame roms in large Zip files. Be sure to scan them for viruses after you download them.
