But couldn't the seeds be construed a form of "drug paraphernalia"? (Since hemp and "pot" seeds would be a different hybrid at the very least.)

I dont know what the position is in the US, but cannabis seeds are perfectly legal in the UK as they do not contain THC, which is the active ingredient in the adult plant. In my small town there are quite a few places that sell all diffferent types of seeds over the counter, and all the associated paraphenalia, and a large shop that specialises in the gr-lights. Another interesting anomoly is magic mushrooms - you can pick them and eat them with no legal problems at all, but if you dry them or otherwise prepare them for storage they become a Class A drug, with the same penalties as heroin and crack etc! funny old thing the law.........
