It appears to be a VICE snapshot file, you can try loading it under the Snapshot menu in VICE. Amazing what can be done on these old machines twenty years later. Why couldn't professional developers do these things back then? Hmm, I think they did do things like this back then... I could list any number of Atari 2600 games for proof, I'd think? 128 bytes of RAM, and 4k of ROM to play chess?
