ms.pac in wrong cabinet, blank marquee, $ to offer for it?

I have found a Ms.Pac Man game in a SEGA Astro Fighter type cabinet with a black (blank) marquee. The colors are fine, the screen has no discoloration or wobble. What should I offer them for it. It is my all time favorite game, won't tell them that, but I would be happy to fix it up with a marquee, etc. if I got it. It is in a club on the seedy side of town (needs rescuing!), so would have to be severly de-smoke smelled. They may not be even interested in selling it, but it is so out of place in this dive that I just have to offer something. Suggestions please?

As long as it works that is good, but I would take a peek in the back and see just how good the conversion is. It could have really bad wiring and only work for a week or less. But if it looks like a solid conversion I would offer basically what the monitor and boards would be worth. Maybe 75-100, but I am not sure about ms pac prices.
