Question about Super Nintendo System

Does this system not power on if there is no cartridge? Unfortunately, I can't find any carts to test the system with.

 

I checked the power supply with a meter, and I'm getting approx. 13 V DC so it looks OK but when i turn it on (without a cart) the LED doesn't turn on.

 

I'd crack open the case, but it looks like they use a security bit which I don't have...

I believe the power light should come on, but naturally you'll get no picture. Long time since I even turned on my SNES without a cart in.

Thanks, it seems to work now. I think i didn't put the power cable in all the way. When I plug it into the TV and go to channel 3, I get a solid black screen (with no cart) so I assume the unit should be OK?

If I turn it off, I get static on ch. 3
