Can Bungie really stop it?

I read alot on bungie about how they can easily detect people using mod chips, and action replays. Quote them "It lights up our system like a chrismas tree". Well, I keep seing the same people with mods, and some people on my friends list have and use Action Replay on a regular basis in Halo 2. So, can Bungie currently do anything about this?

A friend of mine sets up mod accounts all the time, they last him about a week and a half before they get banned (thats playing 3-5 hours a day). Seems that Christmas tree is on a timer, and its slow.
