What you've heard is true according to my Prima guide.

 

Spoilers:

I haven't tried this myself, but this is what my book says. You have to obtain a Big Bronze Medal, talk to Eileen Edelweiss, and talk to Izumi Takano. After these three steps, the third floor will be open. The medal is found in the alley behind the Honest Pawnshop in the Green Market Quarter. You go behind a tiled door and the medal is in the next room. Eileen hangs out in pigeon park after you've found the Wulinshu. Izumi is the girl who works at the Tomato Mart.
