Just get Eastern Front, this game is so good and cheap that left anything else in the dust, my personal favorite A8 game, Chris Crawford is the best A8 programmer ever.

 

If you want more check SSI this is THE company for strategy games in the 80's.

Though not on cart - Whirlwind was good.

 

Legionairre is also good - done by the same guy as 1941.

If you are into wargames, you should seriously consider disk and cassette formats.

 

As javiero said, SSI did many quite advanced games in the genre. Microprose did several, too.

 

In general, the "military strategy" games were not well supported on cart.

 

If you get a SIO2PC setup, you can download many such games for nothing...not least from Atarimania Many disk and tape games can be obtained cheaply too.
