V-Tech Graphics Pad

I visited a thrift shop today that I've not been to in months. I was surprised at the range of video game "stuff", though disappointed at the prices. $4.99 for a 2600 Ms. Pac Man cart, anybody?

 

Buried amid the old PC hardware, I spotted the V-Tech Graphics Pad. What is this thing? It looks like some kind of electronic doodle pad for kids.

 

It was missing the power supply but included the A/V cables for connection to a TV. Was it missing any other parts (eg. stylus, carts)?

 

Any technical information would be most welcome.
