Looks like a software rack on wheels. I imagine that the individual racks (I see four in the picture) pivot on an axis so you can see both sides easily. I'm guessing this was intended for 8-bit computer software.

 

And the asking price is crazy extreme. You could probably get someone to build something like that for you for much less. $7,000 USD (and a $9,000 BIN?) Plus $300 shipping. :)

It is only verboten to levy a surcharge for PayPal payments by sellers in the US. Outside the US it is acceptable, though likely to drive away bidders, or at least make them think twice about using PayPal.

Does PayPal have different User Agreements for people in different countries? The PP UA I'm familiar with explicitly forbids such surcharges.

AFAIK the surcharge thing is a legal issue within the US rather than an EULA clause, though it is mentioned in the EULA:

 

No Surcharges. Under Visa, MasterCard, Discover and American Express regulations and the laws of several states, including California, merchants may not charge a fee to the buyer for accepting credit card payments (often called a "surcharge"). You agree that you will not impose a surcharge or any other fee for accepting PayPal as payment. This restriction does not prevent you from imposing a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge (in other words, the handling fee for transactions paid through PayPal may not be higher than the handling fee for transactions paid through other payment methods).
