Light gun game I can't remember the name of

It was released in the early nineties I believe, and it used machine guns. You started out in an amusement park, and at one point, you rode on a roller coaster while shooting at the bad guys. Hostages would come by occasionally, going 'Don't Shoot!'

 

The title is on the tip of my tongue, but I can't remember it. Anyone know what I'm talking about?
