Cheetahmen II isn't the rarity that it was once thought to be, but I have never heard of these being sold in any quantity whatsoever at any store. They were available online for a while, but after collecting became a bit more mainstream, they all dried up. They're still pretty available through eBay, and typically come with the box and docs since collectors were typically the original owner. As far as what is and isn't an actual released game, there is no doubt at all that Stadium Events WAS released. It was carried in retail stores, and could be picked up by anyone with the cash that was in the right place. The NWC's are a bit different since they were awarded instead of sold, however they were distributed and produced by Nintendo. This is a bit of a gray area for sure, but I don't consider it to be anything different than something like Power Strike (B&W) for the SNES that was a Sega Club exclusive. Many games are like this...even for the Atari VCS. A lot of collectors simply don't want to acknowledge their classification as "released games" since that would turn a hobby into a very expensive obsession.
