Does NTSC carts work with PAL INTV systems? Just colours differences or or not at all?

I've been through the emulation scenes quite a bit, and I have never come across PAL/NTSC differentiated roms, so my guess is that all carts are the same. I know the ColecoVision is like this, in that as long as you system works with the TV, then you're fine. I have never found a PAL INTV game to actually try this with though, so it's just my theory at this point.

 

I also can't get any search results for "intellivision pal" on eBay, so that just supports my theory.
