Frostibite -- difference in packaging?

I'm sure this has been answered a thousand times over the years, but maybe someone can give me a quick answer.

 

I have two boxed copies of Frostbite. One is in a dark blue box and the other is light blue. The dark blue one has the white label cart (PAL, right?), but the other is sealed. I got it from someone here in the states and am hoping its the NTSC version, but I sure don't want to open it.

I think your safe to guess that your sealed box has the standard cart NTSC inside.
