Material produced for broadcast would usually have been in color, but a lot of video equipment in use then was black and white and of poor quality. Good quality tape was expensive, and so many tapes would be reused when the content was no longer needed. Some material exists today only because it got transfered (for purposes other than broadcast) onto tapes that were sufficiently crummy that nobody really wanted to reuse them.
