Your ground isn't connected on the switch. Either that or somehow you broke something inside of the switch, very possible if you ripped it out from one atari and put it in another. The easiest fix is to scrape away some of the ground that's near the switch if you broke the trace in the motherboard during the soldering, and solder a trail going from the pin to the ground. Its not far at all, maybe a quarter inch, probably less, to hit a ground spot. Its even closer for the center pin (either connected to ground would make it work right).
