It means it includes a second fire button that glues on to your 2600 stick and plugs into the Masterplay so you can play 2-button games. I've got no clue as to actual market value. Those are on Ebay pretty often, but rarely boxed and probablly even rarer to find with the 2nd fire button (it's pretty small so it seems people lost them often!) $200 just might be a roundabout fair price, but why not offer $100 and see if he takes it? If not just ask what he wants for it. Either way, the redemption adapter in the AtariAge store is much cheaper, but from a collectible standpoint $200 prbablly is a good price for a boxed complete Masterplay. There is the box variant like the one on eBay that you are probably referring to, and then this variation too. If you are referring to the one listed on eBay, that person turned down several "Best Offers" already, so be careful with the price you offer - I think you only get one chance to submit a best offer?
