Atari 800, bad joystick ports

I hope someone more familiar with the 800 can help me with this. I recently picked up an 800, after replacing the fuse in the power supply, the system now works. Unfortunately, all four of the joystick ports do not work. They all act as if someone is pressing down and a little to the right. The keyboard works fine. Since all of the them are doing the same thing, I am assuming that it is probably a bad chip but I'm not sure which to try replacing. I opened it up and reseated all of the chips. I also checked for cracked solder joints and bad traces but everything looked fine. Any ideas?

Yeah, I tried two different ones both of which work fine on a 2600.

The system really just seems to ignore the joystick, the only thing I can get to work is the fire button (occasionally). It just goes down and a little to the right whether I have a joystick plugged in or not. I figure it's probably whatever chip that interfaces with the joystick ports is going out. I just don't know which chip it is.
