2 different boxes for Q*Bert?

I would guess that the end-open box is just one that came out later as a cost-cutting move.

 

The earliest games for both the Atari 2600 and the Intellivision game in elaborate flip-top boxes with little trays for the cartridges and pockets for the manuals. Later both Atari and Mattel switched to the more plain boxes to cut costs.

 

I would assume the same of Parker Bros. in this case. It's probably a lot more likely than an NTSC or PAL version (depending on where you are) crossing the Atlantic. (Not that that DOESN'T happen... but the cost-cutting tendency is more likely.)
