No, none of the NG:Dev games are available as ROMs. But since they are still being sold by the developer, you shouldn't be doing that, anyway. I wouldn't blame them either since the games are easily pirated. They quit printing their older games for DC, so I think you are right. And indeed the DC releases are easily pirated. I burned a pirate copy of Gunlord to see how I liked it before buying a legit copy from them, but most people wouldn't bother with step 2.
