I actually found it, as usual it was in the last place I looked but it should have been the first, my Holmes' game archives I have a new question, how the hell do you get the game started, I pressed start in both the AtariWinPlus emu (with OS/B) and on my real XE hardware and I can't get the game to start up after the fielders take the field. And it will be a long time before I spend $50 for this game, especially when I still don't own the Atari version of Hardball. But the short answer to why it won't work is because it's a 2 player game, and unless you are using two controllers, you won't be able to do anything. I started to type this out for you, but just decided to scan instead. Hopefully this'll work.
