If your joysticks work correctly in the left and right directions then the fire button issue is within the paddle controllers - either the button itself or the wiring/connection to the Atari. If you're not able to resolve it look into getting a set of At Game paddles for the Flashback units. They're brand new, so jitter free, and work great with a real Atari. Due to how the Atari and its paddles work, each game uses a different range of the paddles so it ends up just shifting the grime around from game to game.
