Sega Nomad A/V Out - Delayed Video?

So I'm curious about others out there that have a Sega Nomad.

 

My Nomad has what I believe to be an issue only on the A/V out side. The built-in display is perfectly fine. What I mean by this is that when the console turns on, the built in screen immediately has a picture but the A/V Out portion will not get a picture until about 15-20 seconds later. This also happens when hard wiring an external replacement LCD to the power/video pins. I also feel like the speaker audio is lower than it should be, but I have nothing to compare too really.

 

Any tips/ideas?

 

I've already replaced all caps in the console. I'm thinking a voltage regulator or something, but I'm completely unsure on how to proceed.
