Stacy2 not booting / powering up?

I recently came into possession of a Stacy2 (I still can't believe I actually have one), but the trade off is that the unit doesn't seem to boot / power up successfully.

It was able to successfully power on and boot to the desktop only once when plugged into the external power brick. I also tried powering it up when plugged directly into the 3 prong power input with no success. I have it plugged into a SC1224 monitor and when I turn the laptop on, the 1 and 2 lights flash briefly and the monitor goes white. After that, nothing.

Any pointers into what I should look at? The unit has definitely seen some use and was probably repaired at some point in the past. The plastic panel that covers the internal power supply is held on by tape.

Appreciate any tips/pointers/advice! :)

(Also, if anyone knows of someone in the Seattle area that may be able to look at it, I would love to get in touch with that person!)

Just an update - I'm not too familiar with the Stacys but it looks like my unit was modded to incorporate the power supply and a 3 prong power connector?

Since I have an external power brick, I'm thinking if I somehow disconnect this internal power supply it might solve my problem? Upon closer inspection, the power supply's caps look like they're in bad shape.
