Troubleshooting a high voltage reading at the RF modulator pin 3

Hi, I have been lurking for a few weeks: I purchased an Atari 2600 from Ebay (i have purchased a few from Ebay) and this one was a non-working composite modded 6 switch. I opened it up and noticed the Audio was wired into the Video and vice versa. I started debugging and noticed that i was reading 9v DC at the 3rd pin of the RF modulator. Mind you the modulator was long gone and i was taking a reading at the now power wire.

 

 

Does that mean that something is blown on the main board?

 

I replaced the voltage regulator and i am getting 5v at the top pin and ~9 on the bottom pin.

 

I am getting no signal at all on the TV hooked up to the composite. What should I be reading (voltage wise) on the yellow (video) and red/white outputs?

 

should I be getting voltage when the power switch is off?
