Because on ebay there are a lot of sealed game and I'm sure that sometime the sellers are doing this by thenself. Its wierd, I used to work in a record store, and people would bring things back for refund (cause they didnt like em) and it didn't occur to them that the shiny new shrinkwrapped product on the shelves were in fact the same 'used' stuff that others brought back.
