Atari 600XL, i got rid of it at a goodwill

i recently bought a TI-99/4a at a garage sale, it came with a lot of stuff. when i turn it on and look at the screen, all I see are 2 color bars (never distorted). when i press enter, nothing, when i press 1, nothing but now if i type "echo some text" it will randomly display random little graphics at small places on the screen. I am using a CRT tv and would appreciate any help what so ever. I DONT want to buy a new console, i want to repair this one I have
