I learned yesterday the Halo was originally a Dreamcast project, until MS bought Bungie. Been musing on this, fascinating to think about. As a HUGE DC and Sega fan as I am...I think it worked out better for the game and for Bungie. Even if the DC Halo had been fantastic, the DC just wasn't promoted and didn't play DVDs so it was destined to lose. Halo would've just been another great Dreamcast game. With the MS marketing machine (plus the power of the Dreamcast 2 aka Xbox), well, it just became what it did. And I think it's for the better.

You gave yourself the answer: the controller was not designed for FPS, as it lacks a second stick. The keyboard/mice combo was ok, but it felt like a crook and was not better than a proper controller. Last but not least, the hardware itself was underpowered compared to PC. So, genres like FPS and RTS were designed for PC and not consoles. Console gamers prefered different genres, like RPGs or Action adventure.
Xbox was the first console that got really serious with FPS on consoles, infact Halo was its killer app.
