Just found out how it's calculated. It's based on performance in qualifying. UEFA ranking is the last thing to be added to the calculation.

Ranking for the draw goes like this:

1. Final positions in groups

2. Points

3. Goal difference

4. Goals scored

5. Away goals scored

6. Number of wins

7. Number of away wins.

8. Disciplinary points

9. UEFA rankings.

Given all that, Wales are lucky to have made it to Pot 4.?

Yes, it also explains why the Nations League playoff winners will end up in the last seed pot because they have the worst positions (#3 or below) in the Euro qualifications.
