Hello! I just wanted to post here as I had the exact same issue, and changing the power supply really did the trick. My Atari came with a chinese (new) PSU. Image was fuzzy after the composite mod. Changing the PSU to the original Atari one (luckily I had a spare one) did the trick. Image is perfect now. Cheers!
