So can I safely use SEGA gamepads for ALL 9pin type consoles/computers?

Back to my question about the C64 and the adapter schematic on the previous page.  If we simply leave pin 7 and 5 disconnected, wouldn't that remove the danger of voltage flowing back over pins 1, 2, 3, 4 & 6?  My thinking is that if the multiplexer on the Genesis pad doesn't have power, how can it cause trouble by sending any voltage back?  Why even connect the select and 5v line?  I know the gamepad will work (on the 2600) without them connected.  Is the C64 doing something different?
