This was a Windows CE device with GPS and Camera designed to be a game console with a lot of extras. You can read about it here: http://en.wikipedia.org/wiki/Gizmondo This comes complete with the Developers CD, the cables, charger, headphones and the original boxed used to ship it that authenticates it as a developer's unit.
