On the Texas Instruments Ti-99/4A you can do this in Extended Basic with 3 lines of code (Interrupt controlled Sprites). IIRC:

 

10 For i=1 to 28

20 Call Sprite(#i, 42, 128,1, 1, (RND*10)+1, (RND*10)+1))

30 Next i
