Atari 2600 horizontal interference bands

As in the video above, I have these horizontal interference bands in my Atari2600 I can't get rid of. The model is 2600AP Rev, I changed the RF Modulator with a new one, the coaxial is connected to the tv tuner of the Philips Cm8833 with a coaxial-male adaptor, you can see some pictures here below.

Just need to replace the caps and it'll look like new. Horizontal lines and spikes are coming from the big grey cap C243. C240 & C241 on that rev 5 were sub standard components that need to be replaced as well - and they've done a number on the voltage regulator.. Snow is coming from C214, and it looks funky. All easy to fix.
