910MP SCART issue - No Picture!

so I was hoping the video control board on my 910mp was the issue, but apparently not.

 

i replaced it and I still get no picture on my SCART for my Geneve.

 

I have verified:

 

1. 2v is being output to pin 16 of the monitor to put it in RGB mode.
2. I am using a SCART male to Male cable that has all the 21 pins wired.
3. I have checked the capacitors on the power board and none of them look to be swollen or popped.  I do have a capacitor replacement kit i can put in though.
4. The 910mp does work on VGA and Composite inputs.

 

Any thoughts?
