There are restrictions on these, unless you turn on Kangaroo mode and kill transparencies, then the full 9 colors interlaced plus BG can be used. As I understand it each 320C object picks 4 palettes (either 0-3 or 4-7) but can only access C2 from each palette. So you get 4 colors (plus background) per object.
