These points are added to a user's reputation, which is displayed on their profile as well as their user popup panel. At this time you can only positively vote posts up. I have disabled negative voting after watching what a mess that was on the Invision test forums. At the bottom of a given thread you can set a threshold to filter out posts below a certain point value.
