Dreadful Video Quality

Having problems with my Intellivision, the picture is messed up.
I replaced the Q1 and Q2 transistors, a few caps too.
You reckon my RF Modulator is just completely shot?
I tried on a color TV too, the picture is in black and white.
I tried adjusting the pots on the RF, nothing.
I also adjusted C2, no visible difference. 

I reseated all the dip chips, reflowed all the solder joints.

What do you guys think?

I have 2 intellivision II's that the video starts out pretty good but after a few minutes becomes snowy.

Not as bad as this, but it jumps a bit also. 

 

I think thermal issues of course, but where are you sourcing the transistors and caps?

Cold solder joints maybe also?

v4 is the best test cart image as I believe all the others will throw errors that aren't actually errors due to the differences in the ICs used between the models.

A STIC might do this, but usually that shows missing characters or colors appearing where they shouldn't and not something like this. You stated you adjusted C2 and that didn't change anything? Could indicate the main XTAL is bad? I actually recently brought an Intellivision model 1 back to life by replacing the crystal in it after having replaced out darn near everything else.

Perhaps I'm just tired or an idiot, but do many boards only have XTAL1?  I've been looking at my early 1980 PCB and 1987 INTV3 PCB and am only finding XTAL1.  

 

@Tyler Hartman please keep us updated with what you've been trying and if there's any progress.

They only have one crystal in them that I've found. It is always near C2 and U10 the color chip since adjusting C2 directly impacts the video output.

Sorry for my ignorance, but XTAL1 is the clock crystal?
I believe I don't have an XTAL2 (NTSC Console).
I'll try replacing it, and keep you guys updated!

Would anyone mind finding an applicable replacement part from either ebay or digikey?
I'm not all too experienced with buying raw components.
