Why was FORTRAN never offered for the Atari 8-bit?

That's ridiculous! I can think of one class where we used a draft manuscript as the textbook, but we did not have to pay for the copies, nor did we have to edit and return them at the end of the semester. If memory serves, the substantive content was solid, but the formatting was still a bit rough.
