I don't remember who all make them, but I'd look at the big analog IC houses like Maxim, National Semiconductor, Linear Technology, TI, Analog Devices, etc. The name comes from an older technology where they'd take a tube, fill it with mercury, and send a physical pulse through it; the propagation speed of the wave in mercury and the length of the tube set the delay. They used this technique to do reverb and echo effects in recording studios back before digital took over the world. You can use the modern equivalent for a simple delay.
